Maximum speed = Base speed ?

Hey, i have absolutely no idea but the maximum speed in this app is said to be 3000Mhz, which is actually the base speed too... as i know that the technical max speed of my cpu is 5.5Ghz/5.8Ghz, can someone explain me why this app is telling me a lie ?
