In layman's terms...what does a lower OpenCL score, in comparison on mobile devices, mean in relation to performance? What areas, if any, of overall processing or storage power, does a lower or higher score affect? What about that score indicates a budget or midrange CPU vs. a higher end one?

Not meaning to sound offensive but why you're trying to measure something you don't really understand?

OpenCL is a test of your GPU computational power. Very few applications use it - I assume since you're asking this question you have no such applications at all. In that case comparing GPUs OpenCL scores make no sense for you.

I'm also not sure why you're using the term "CPU" in your question. OpenCL has no relationship to the CPU - it's negligibly related to your CPU performance but it generally measures your GPU power.

While there aren't many applications that take advantage of OpenCL, some Android devices use OpenCL to accelerate the camera imaging pipeline. On these devices OpenCL performance matters to keep the camera responsive.

OpenCL performance can also be used to approximate GPU performance, especially as rendering pipelines often take advantage of compute functionality to render cutting-edge graphics.
