stresstest of geekbech4 did not consumes 100% of CPU

My version is geekbech4 and the OS is Ubuntu14.04. When it runs stresstest, CPU consumed not nearly 100%,it is nearly 50%. Is that a bug or a feature?

    Thank you for your message. Geekbench 4 does not include a stress test option, and the CPU Benchmark is not designed to put a constant load on the processor. If you need to stress test your CPU we recommend using the stress test included in Geekbench 3.

    how then can geekbench 4 determine the speed of CPU if it does not utilise it to 100%? When I run the test sometimes the cpu utilization shows like 5% and it means it is running in low power state, and diminished frequency, doesn't it?
